I WAS JUST AS UPSET BY THIS AS ANY PARENT IN THIS DISTRICT, BECAUSE I AM A PARENT IN THIS DISTRICT WITH A CHILD AT THE HIGH SCHOOL. I THANK GOD, NO ONE WAS KILLED. I EMPATHIZE DEEPLY WITH AND SHARE IN THE COMMUNITY'S CONCERN AROUND A STUDENT ALLEGEDLY COMMITTING A VIOLENT CRIME OFF CAMPUS OUTSIDE OF SCHOOL HOURS. I WANT TO THANK DOCTOR CHAMP, THE ADMINISTRATIVE TEAM, TOM DRAKE, AND THE DISTRICT SECURITY TEAM, AND THE PELHAM POLICE DEPARTMENT FOR RESPONDING QUICKLY AND THOROUGHLY BECAUSE OF THE DISTRICT'S WELL DEFINED LAYERED THREAT ASSESSMENT PROTOCOL, WHICH IS ALWAYS IN EFFECT, IT WAS DETERMINED RAPIDLY THAT AT NO TIME WERE PELHAM STUDENTS OR STAFF AT RISK. CLAIMS THAT THIS IS DONE TO INCREASE STATE AID ARE COMPLETELY FALSE, AND A BIT OUTRAGEOUS. IN REALITY, RESIDENCY ENFORCEMENT HAS INCREASED SIGNIFICANTLY OVER THE PAST SEVERAL YEARS. THE DISTRICT HAS ENGAGED ITS THIRD PARTY INVESTIGATOR 70 TIMES. MORE THAN 50 OF WHICH WERE FULL INVESTIGATIONS REQUIRING EXTENSIVE SURVEILLANCE, DOCUMENT VERIFICATION, AND FORMAL DETERMINATIONS. A SINGLE FULL INVESTIGATION TYPICALLY REQUIRES AT LEAST FIVE DAYS OF SURVEILLANCE. [00:25:03] ALL TOGETHER, THE DISTRICT HAS INVESTED WELL OVER 260 SURVEILLANCE DAYS IN JUST THE LAST THREE YEARS. THE BOARD HAS APPROVED INCREASED FUNDING FOR INVESTIGATIONS, AND FOR ACCELERATING THE SHIFT TO DIGITAL REGISTRATION. THIS IS NOT THE BEHAVIOR OF A SCHOOL DISTRICT IGNORING RESIDENCY CONCERNS. THE NUMBER OF INVESTIGATIONS HAS GROWN YEAR OVER YEAR, AND ROUGHLY HALF OF THE CASES INVESTIGATED RESULT IN A NON-RESIDENCY DETERMINATION. THAT DOES NOT MEAN HALF OF OUR STUDENTS ARE NON-RESIDENTS, IT MEANS THE DISTRICT IS SELECTING THE RIGHT CASES TO INVESTIGATE. EVEN WITH INCREASED ENFORCEMENT, THE NUMBER OF IDENTIFIED NON-RESIDENT STUDENTS REMAINS LESS THAN ONE HALF OF 1% OF TOTAL ENROLLMENT, AND BECAUSE SOME INVESTIGATIONS INVOLVE SIBLINGS, THE NUMBER OF FAMILIES IS EVEN SMALLER. THE DATA CLEARLY SHOWS THE OPPOSITE OF WIDESPREAD FRAUD. NEARLY ALL PELHAM STUDENTS ARE LAWFULLY ATTENDING OUR SCHOOLS, AND THE DISTRICT'S APPROACH IS EFFECTIVE. IT IS ALSO IMPORTANT TO REMEMBER THAT SOME STUDENTS MAY NOT CURRENTLY LIVE AT A PELHAM ADDRESS, BUT ARE STILL LEGALLY ENTITLED TO ATTEND PELHAM PUBLIC SCHOOLS. DOCTOR CHAMP, MAYBE YOU COULD SPEAK MORE TO WHAT SOME OF THOSE SITUATIONS ARE. IT IS ALSO IMPORTANT TO KNOW THAT FAMILIES WHO HAVE STUDENTS REMOVED FROM THE SCHOOL DISTRICT HAVE THE RIGHT TO APPEAL TO THE COMMISSIONER OF EDUCATION. DURING THAT TIME, THE STUDENT IS TYPICALLY REQUIRED TO REMAIN IN OUR SCHOOLS. ULTIMATELY, THE FAMILIES LIVING SITUATION MAY CHANGE DURING THAT TIME SO THAT THEY ARE INDEED LEGALLY ALLOWED TO ATTEND OUR SCHOOLS. AT ANY TIME, SINCE I HAVE BEEN ON THE BOARD OF EDUCATION, THERE HAVE BEEN AT LEAST ONE RESIDENCY APPEAL IN PROCESS FOR THE PELHAM PUBLIC SCHOOLS, AT LEAST ONE. USUALLY A FEW. WE ARE OFTEN ASKED WHY THE DISTRICT DOES NOT RE-REGISTER EVERY FAMILY EVERY YEAR. THE REASON IS THAT NEW YORK STATE, BOTH THE ATTORNEY GENERAL'S OFFICE AND THE NEW YORK STATE DEPARTMENT OF EDUCATION, GENERALLY PROHIBIT DISTRICTS FROM FORCING FAMILIES TO CONTINUALLY PROVE RESIDENCY UNLESS THEIR ADDRESS HAS CHANGED. IN ADDITION, MASS RE-REGISTRATION WOULD NOT ADDRESS THE COMPLEX CASES THAT REQUIRE INVESTIGATION, AND WOULD CREATE SIGNIFICANT ADMINISTRATIVE BURDEN FOR THE DISTRICT, FOR FAMILIES, AS WELL AS A FINANCIAL BURDEN FOR THE DISTRICT. THE INVESTIGATIVE APPROACH THAT IS CURRENTLY IN PLACE IS MORE EFFECTIVE AND ALIGNED WITH STATE GUIDANCE. THE DISTRICT CONTINUES TO STRENGTHEN ITS RESIDENCY ENFORCEMENT TOOLS, EXPANDING DIGITAL REGISTRATION, TRAINING STAFF ON INDICATORS OF RESIDENCY ISSUES, INVESTING IN INVESTIGATIVE RESOURCES AND LEGAL SUPPORT, AND EMPOWERING THE COMMUNITY TO BRING FORWARD CREDIBLE CONCERNS. BUT BECAUSE OF STUDENT PRIVACY LAWS, WE CANNOT SHARE OUTCOMES OF ANY INVESTIGATIONS. THAT IS NOT SECRECY, IT'S COMPLIANCE WITH THE LAW AND PROTECTION OF THE RIGHTS OF FAMILIES AND STUDENTS. AS BOARD MEMBERS, WE TAKE OUR RESPONSIBILITY TO THIS COMMUNITY SERIOUSLY, AND WE ARE ALWAYS WILLING TO LISTEN TO QUESTIONS AND CONCERNS. THE ARREST OF THE PELHAM MEMORIAL HIGH SCHOOL STUDENT LAST WEEK WAS ABSOLUTELY DISHEARTENING AND EXTREMELY CONCERNING TO ALL OF US. THE ALLEGED CONDUCT OBVIOUSLY IS COMPLETELY CONTRARY TO THE STANDARDS THAT WE UPHOLD FOR OUR STUDENTS. WHILE WE ARE UNABLE TO DISCUSS THE SPECIFICS OF ANY POTENTIAL DISCIPLINARY ACTION DUE TO STUDENT PRIVACY RESTRICTIONS UNDER FERPA, THE MATTER IS BEING CAREFULLY REVIEWED IN ACCORDANCE WITH THE DISTRICT'S CODE OF CONDUCT. WE ARE DOING EVERYTHING WITHIN OUR POWER TO ENSURE THAT OUR CAMPUS REMAINS SAFE, AND WE HAVE A SUPPORTIVE ENVIRONMENT FOR OUR STUDENTS AND STAFF. AS YOU HEARD EARLIER THIS EVENING, WE'RE APPROVING A GRANT FROM SENATOR BIAGGI THAT WILL ALSO ENABLE US TO SIGNIFICANTLY INCREASE THE SURVEILLANCE CAMERA COVERAGE OF OUR SCHOOLS, WHICH WILL BE AN ADDED LAYER OF PROACTIVE MITIGATION. WHEN WORKING THROUGH ANY RISK ASSESSMENT, WE WORK CLOSELY WITH LAW ENFORCEMENT AT BOTH THE LOCAL AND COUNTY LEVELS, WHICH CAN INCLUDE SEVERAL INVESTIGATIVE MEASURES. IT CAN INCLUDE ACTIVATING EVEN THE STATE'S RED FLAG LAW, WHICH IS SOMETHING THAT SCHOOL DISTRICTS, POLICE, VARIOUS PEOPLE THROUGHOUT THE COMMUNITY ARE ABLE TO ACTIVATE WHEN A PERSON MAY HAVE ACCESS TO WEAPONS AND MAY BE A DANGER TO THEMSELVES OR TO OTHERS. THESE ARE MANY OF THE LAYERS OF THINGS THAT WE DO HAVE AT OUR FINGERTIPS AND USE COLLABORATIVELY AS NEEDED. LET ME BE CLEAR. THERE IS NO EVIDENCE TO SUGGEST THAT THERE WAS A WEAPON OR SAFETY CONCERN ON OUR CAMPUS. IF SUCH A SITUATION WERE EVER TO OCCUR, WE HAVE IMMEDIATE SAFETY PROTOCOLS, INCLUDING LOCKDOWN PROCEDURES THAT ARE REGULARLY PRACTICED TO ENSURE EVERYONE'S SAFETY. WE RECOGNIZE THIS WHOLE SITUATION IS VERY TROUBLING TO EVERYONE, MYSELF INCLUDED. I KNOW THAT THE PRIVACY ISSUES THAT SURROUND SITUATIONS LIKE THESE LEAVE A VOID THAT JUST DOESN'T FEEL GOOD TO ANY OF US. I ABSOLUTELY UNDERSTAND THAT. PARENTS SEND THEIR CHILDREN TO US EVERY DAY AND TRUST THAT WE'RE TAKING THE BEST CARE OF THEM POSSIBLE. AS JACKIE MENTIONED EARLIER, WHILE THIS STUDENT IS A RESIDENT OF PELHAM, THERE HAS BEEN A SIGNIFICANT SPECULATION AND DISCUSSION AROUND RESIDENCY ISSUES IN THE DISTRICT AS A WHOLE. I KNOW THAT RESIDENCY IS IMPORTANT TO THE COMMUNITY, AND THE COMMUNITY SHOULD KNOW THAT RESIDENCY IS IMPORTANT TO ME. THESE AREN'T JUST WORDS, AND I'M GOING TO SPEND A LITTLE TIME OUTLINING THE THINGS THAT WE'RE DOING IN THIS AREA AS WELL. WE TAKE A COMPREHENSIVE APPROACH TO REGISTRATION OF STUDENTS AND INVESTIGATION OF RESIDENCY. TO ENROLL IN THE PELHAM PUBLIC SCHOOLS, FAMILIES MUST FIRST SUBMIT EXTENSIVE DOCUMENTATION THAT IS CAREFULLY REVIEWED BY OUR DISTRICT REGISTRAR. WHEN FURTHER SCRUTINY IS WARRANTED, THERE IS ALSO ADMINISTRATIVE AND LEGAL REVIEW OF THOSE DOCUMENTS. STUDENTS CANNOT BE ENROLLED WITHOUT SUFFICIENT PROOF OF RESIDENCY. IN ADDITION TO THOSE WHO LIVE IN OUR DISTRICT, FROM TIME TO TIME, WE WILL HAVE OTHER STUDENTS WHO ARE LEGALLY ALLOWED TO ATTEND OUR SCHOOLS. THESE WOULD INCLUDE GROUPS OF TUITION STUDENTS. THE GENERAL DESIGN APPROACH IS VERY SIMILAR TO THE PRE REFERENDUM CONCEPT WITH SOME REFINEMENTS THAT WE THINK HAVE REALLY HELPED THE ADDITION SIT ON THE SITE AND THE BUILDING OVERALL PLAN COALESCE. AS PART OF ALL THOSE MEETINGS, AS WE MENTIONED BEFORE, WE'VE REALLY SPENT A LOT OF TIME TALKING ABOUT THE SPACES WITHIN THE BUILDING, JUST GENERALLY, HOW BIG DO THEY NEED TO BE? IT FEELS BIG ON THE SITE, WAS A GENERAL FEEDBACK WE GOT. AT THE SAME TIME, CAN WE GET IT AWAY FROM THE PROPERTY LINES OR MAXIMIZE WHAT WE CALL THE PROPERTY LINE OFFSETS FROM NEIGHBORS? WAS VERY STRONGLY. ONE PIECE OF FEEDBACK WE GOT FROM THE HUTCH TEAM WAS THAT HUTCHINSON DOES NOT HAVE COAT ROOM CLOSETS, LIKE SIWANOY DOESN'T. WE NOW UNDERSTAND HOW VALUABLE THOSE COAT ROOM CLOSETS ARE TO ALL THE TEACHERS AT SIWANOY. WHEN WE TALK ABOUT MAINTAINING STORAGE SPACE IN CLASSROOMS, THOSE ARE CRITICALLY IMPORTANT TO WHAT THEY DO. YOU'LL SEE IN THE PLANS, WE'VE LANDED ON A CENTRALIZED LOCATION ON A LOWER FLOOR, NOT THE UPPER FLOOR. I THINK KEVIN WILL TALK ABOUT THIS A LITTLE BIT LATER ON, BUT THERE'S A LOT OF CONCERN AROUND CONSTRUCTION ACTIVITIES ON SITE AND POTENTIAL DISRUPTION FOR SCHOOL ACTIVITIES, AS WELL AS GENERALLY WITHIN THE NEIGHBORHOOD. SINCE THE CONCEPT PLAN, WE'VE REFINED THE FOOTPRINT OF THE ADDITION TO STAGGER THE CLASSROOMS. WHAT THAT DOES IS IT ALLOWS US TO CREATE A STEPPED FACADE THAT STEPS BACK FROM THE PROPERTY LINE. I THINK IT'S ABOUT 50% FURTHER AWAY FROM THE PROPERTY LINE THAN THE PRE-REFERENDUM PLAN WITHOUT IMPACTING REALLY THE PROGRAM OF THE ADDITION. THERE'S A SECOND BENEFIT IN THAT THE END OF THE BUILDING ACTUALLY READS AS SMALLER FROM THE STREET. THE PRE-REFERENDUM PLAN HAD THIS BIG SHOE BOX PIECE. WHEN YOU LOOK AT IT IN SCALE TO THE OTHER WINGS OF THE BUILDING, IT'S JUST A BIT BULKIER. IT'S SQUATTER. IT'S THE SAME HEIGHT, BUT IT'S WIDER. THAT REFLECTS THE NEED FOR LARGER CLASSROOMS OR MAYBE WE WANT LARGER KINDERGARTEN ROOMS IN THERE, WHICH MEANS THE WIDTH OF THE BUILDING GETS A LITTLE BIT WIDER. THE EXISTING ROOMS, THE ORIGINAL ROOMS WITHIN SIWANOY ARE SMALLER THAN CURRENT STANDARDS. TO MEET THE CURRENT STANDARDS, WE'RE MAKING THE CLASSROOMS A LITTLE WIDE. BUT THAT RESULTS IN SOMETHING THAT'S A LITTLE BIT OUT OF SCALE. THIS SMALL MOVE OF STEPPING THE BUILDING CREATES AN END FACADE. WHEN I TALK ABOUT END FACADE, IT'S THE TOP EDGE OF THE ADDITION IS MORE IN SCALE WITH THE WING THAT'S CURRENTLY THE LIBRARY, EVEN THE GYM. IT FEELS A LOT MORE COMFORTABLE WITHIN THE BUILDING AND ACHIEVES THE SAME SQUARE FOOTAGE, AND AT THE SAME TIME, CREATES A BIGGER OFFSET. WE THINK THAT GENERALLY HAS BEEN A GOOD REFINEMENT, AND THE OTHER ONE, YOU CAN SEE AT THE INTERSECTION OF THE CENTRAL AREA OF THE ORIGINAL BUILDING, AND THE TWO WINGS BETWEEN THE GYM AND THE LIBRARY. WE'VE NOW MOVED THE ELEVATORS OUTSIDE THE BUILDING. THAT DOESN'T NECESSARILY MAKE THE ELEVATORS WORK ANY BETTER WITHIN THE BUILDING. IT'S A VERY TRICKY CONFIGURATION WITH THE SPLIT STAIRCASES. THERE ISN'T A REALLY EASY WAY TO CONNECT ALL THE FLOORS. THAT'S WHY THESE ELEVATORS HAVEN'T BEEN DONE BEFORE. BUT WHAT IT DOES DO IS MAKE SOME EASIER TO BUILD. WE CAN BUILD THEM OUTSIDE THE BUILDING WITHOUT THESE VERY DISRUPTIVE PENETRATIONS THROUGH MULTIPLE FLOORS AND THEN CONNECT THEM IN A MUCH MORE SIMPLIFIED WAY. WE'RE NOT CREATING THIS VERTICAL DISRUPTION WITHIN THE BUILDING. WE THINK THAT'S GOING TO HELP ON THE CONSTRUCTABILITY SIDE. BUT DOESN'T REALLY CHANGE THE DISRUPTION WITHIN THE BUILDING IN TERMS OF PLAN LAYOUT. YES. >> TO THAT POINT, EVEN BY PLACING THE ELEVATORS OUTSIDE, YOU STILL NEED CORRIDOR ACCESS THROUGH THE ADJACENT CLASSROOMS, WHICH STILL REDUCES THE FOUR CLASSROOMS THAT WE WERE TALKING ABOUT BEFORE, CORRECT? >> YEAH. THE SCHOOL DISTRICT DOES AN EXCELLENT JOB OF KEEPING LOGS OF WHERE THEY HAVE KNOWN KNOWLEDGE OF ALL THIS INFORMATION. BUT NOW THAT WE'RE STARTING TO GET INTO WALLS IN PLACES WHERE YOU CAN'T TYPICALLY GET INTO, WE NEED TO DO A LITTLE BIT MORE EVALUATION. WE'RE ACTUALLY GOING TO OPEN SOME CEILINGS, WE'RE GOING TO OPEN SOME WALLS TO SEE IF THERE'S ANYTHING ELSE THAT NEEDS TO BE IDENTIFIED AS HAZARDOUS MATERIALS SO THAT WE CAN HAVE IT PROPERLY REMOVED IF IT'S THERE. THE SECOND THING IS WE'RE GOING TO START DOING SOME GEOTECHNICAL SURVEYS, WHICH MEANS THAT WE'RE BASICALLY GOING TO DRILL OUTSIDE, 10, 20, 30 FEET DEEP, DEPENDING ON HOW DEEP THE STRATA WILL ALLOW YOU TO DO THAT, TO MAKE A DETERMINATION OF WHERE ROCK IS, IF IT IS THERE, SO THAT WE ARE PREPARED TO ADDRESS IT DURING THE CONSTRUCTION PROJECT, OR PERHAPS MOVE THE BUILDING OR SOME ASPECTS OF THE BUILDING AROUND TO BE ABLE TO ACCOMMODATE FOR, TO TRY AND MINIMIZE COSTS BECAUSE ROCK IS VERY EXPENSIVE TO REMOVE. WE'RE STARTING TO THINK ALONG THOSE LINES. IT REQUIRES ALL NEW YORK STATE PUBLIC SCHOOLS TO INCORPORATE CARDIAC EMERGENCY RESPONSE PLANS INTO THEIR SCHOOL SAFETY PLANS. I'M HAPPY TO SHARE THAT WE HAVE BEEN ABLE TO DO THAT IN BOTH OUR BUILDING AND DISTRICT RESPONSE PLANS. HOWEVER, THE SECOND KEY RESPONSIBILITY IS TO HAVE ALL STAFF TRAINED. THIS WILL BECOME AN ANNUAL TRAINING THAT WILL SHOW UP IN OUR GCN TRAININGS, THAT WILL BE FOR SEPTEMBER 15 AND OUR ROTATION. HOWEVER, THIS YEAR, THEY NEED ALL THE TRAINING COMPLETED BY JANUARY 20.
