>> HELLO. LET'S CALL TO ORDER THE BOARD OF EDUCATION MEETING OF FEBRUARY 12TH, 2025.
[1. Public Session - 7:30 p.m.]
PLEASE RISE FOR THE PLEDGE OF ALLEGIANCE.>> THANKS, EVERYONE FOR YOUR TIME THIS EVENING.
WE HAVE A BRIEF BUSINESS MEETING PLAN FOR THIS EVENING, SO I WILL KEEP MY COMMENTS BRIEF.
FIRST, IN OUR MEETING NOTICE, WE STATED THAT WE WOULD HAVE DISCUSSION ON THE BOND AT OUR NEXT MEETING, FEBRUARY 26TH, NOT THIS ONE.
I ASKED THE BOARD TO LIMIT THEIR DISCUSSION ON THE BOND THIS EVENING SO THAT PEOPLE HAVE THE OPPORTUNITY TO HEAR US TALK ABOUT IT AT NEXT MEETING.
I WILL UPDATE THAT WE HAVE MADE SIGNIFICANT PROGRESS OVER THE PAST TWO WEEKS IN ENGAGING THE PUBLIC FOR THEIR PERSPECTIVES ON WHAT IS BEING PROPOSED FOR CAPITAL IMPROVEMENTS AND THE ARCHITECTS ARE CONTINUING TO TAKE THAT FEEDBACK AND UPDATE PLANS AS PART OF THE ITERATIVE PLANNING PROCESS THAT WE HAVE OUTLINED TO THE PUBLIC.
THANK YOU FOR EVERYONE WHO HAS ENGAGED WITH US SO FAR.
SOME THINGS HAVE EMERGED THAT I'D LIKE TO ADDRESS.
ONE IS THE BOARD IS ONLY CONSIDERING PROJECTS AT SIMONOI THAT INCLUDES ADA ACCESSIBILITY.
PROVIDING ACCESSIBILITY IS BOTH LEGAL AND WHAT I WILL CALL A HUMAN ISSUE.
KEEPING SIMONOI NON COMPLIANT PUTS THE DISTRICT AT LEGAL RISK AND DOES NOT CONSIDER THE NEEDS OF ALL STUDENTS, THEIR FAMILIES, OR OUR STAFF.
ALSO, ADA COMPLIANCE IS JUST ONE COMPONENT OF THE PROPOSAL FOR SIMONOI.
THE DEMOGRAPHIC AND BUILDING CONDITION STUDIES IDENTIFIED CRITICAL NEEDS FOR THIS SCHOOL, TOURING THE SCHOOL AND LISTENING TO PRINCIPAL JOHNSON.
IT IS VISIBLE THAT THE SCHOOL IS USING EVERY AVAILABLE SPACE FOR LEARNING, EVEN SPACE IS NOT CONDUCIVE TO LEARNING, AND THAT MORE SPACE AND BETTER DESIGN SPACE IS NECESSARY TO MEET THE NEEDS OF TODAY'S LEARNERS.
I URGE YOU TO LISTEN TO OUR EDUCATORS, SEE THE SPACE FOR YOURSELF AND DEVELOP YOUR OWN UNDERSTANDING OF WHAT IS NEEDED.
FINALLY, I JUST WANT TO MAKE CLEAR, WE ARE LISTENING TO THE CONCERNS ABOUT PRESERVING SIMONOI ARCHITECTURE, MAXIMIZING THE OUTDOOR SPACE AND MINIMIZING DISRUPTION, AND WE'RE ADAPTING PLANS ACCORDINGLY.
I'LL JUST SWITCH TO FLOOD MITIGATION FOR A MOMENT.
I HEARD THE PIPE AT GLOVER CAME UP AT THE VILLAGE AND PELLA MANOR MEETING THIS WEEK.
THE DISTRICT HAS BEEN ACCOMMODATING AND ALLOWING ACCESS TO THE FIELD AND TO THE PIPE AND IS HAVING CONSISTENT CONVERSATIONS WITH THE VILLAGE OF PELLA MANOR.
WHEN THEY HAVE THEIR IMPLEMENTATION PLANS FINALIZED, WE ARE READY TO LISTEN TO WHAT'S NEEDED AND ASSIST IN MAKING IT HAPPEN.
MY UNDERSTANDING IS THAT WHICH TOWN OR VILLAGE OWNS THE PIPE IS DIFFICULT TO DISCERN BECAUSE IT IS USED BY SEVERAL MUNICIPALITIES IN ADDITION TO THE VILLAGE OF PELLA MANOR.
I FULLY EXPECT OUR LOCAL GOVERNMENTS AND THE SCHOOL DISTRICT TO WORK TOGETHER WHENEVER POSSIBLE.
THIS COLLABORATION HAS BEEN A LONG STANDING PRACTICE IN THE DISTRICT, AND THAT'S NOT GOING TO CHANGE NOW. THANK YOU.
HOPE EVERYONE ENJOYS WINTER BREAK.
BEFORE WE MOVE ON, I'LL JUST PAUSE AND SEE IF ANYONE HAS ANY COMMENTS ON WHAT I SAID AND JUST A REMINDER NOT TO TALK TOO MUCH ABOUT THE BOND.
>> I GUESS I'LL JUST JUMP IN AND ECHO THAT, TOO.
I KNOW JIM AND JOHN AND I HAVE MET.
WE MEET REGULARLY WITH REPRESENTATIVES FROM THE VILLAGES, WHENEVER THERE'S JOINT PROJECTS.
THAT HAS BEEN THE CASE ALL ALONG, THAT WILL CONTINUE TO BE THE CASE.
ONE THING I'VE ALWAYS APPRECIATED THE BOARDS IN PELHAM IS EXACTLY WHAT YOU SAID.
THERE'S ALWAYS BEEN A COLLABORATIVE RELATIONSHIP BETWEEN ALL THE MUNICIPALITIES.
IT'S ONE OF THE THINGS THAT MAKES PELHAM WONDERFUL AND GREAT.
AND EVEN WHEN WE'RE COMING AT THINGS FROM MAYBE DIFFERENT PERSPECTIVES, IT'S ALWAYS BEEN WITH THE GOAL OF DOING WHAT'S IN THE BEST INTEREST OF PELHAM.
I'M HAPPY TO HAVE ALWAYS BEEN PART OF THAT, AND I APPRECIATE THE SPIRIT IN WHICH YOU ALL ARE APPROACHING THAT AS WELL.
>> I'LL JUST ADD THANKS FOR MENTIONING ABOUT ADA ACCESSIBILITY AND THE IMPORTANCE OF THAT TO THE BOARD, BECAUSE I THINK, WE ALL AGREE HOW CRITICAL THAT IS THAT WE ADDRESS THAT FOR THE NEEDS OF ALL STUDENTS, ALL COMMUNITY MEMBERS IN PELHAM.
THAT'S A KEY ASPECT OF THAT'S IN MY MIND, JUST A NON NEGOTIABLE.
>> NEXT, I'LL TAKE A MOTION TO APPOINT A CLERK PRO TEM.
[2. Motion to Appoint Clerk Pro Tem]
>> ALL IN FAVOR FOR DOCTOR CHAMP, BEING THE CLERK PRO TEM.
[00:05:01]
>> WE CAN MOVE TO 3.1 COMMUNICATIONS AND COMMENTS FROM THE PUBLIC.
[3. Communications and Comments from the Public]
WE'LL TAKE ALL OF THEM. NOT JUST WHAT'S ON THE AGENDA. WELCOME.>> HI, EVERYONE. I THINK YOU PROBABLY KNOW WHY I'M HERE.
I FIRST WANT TO THANK YOU ALL VERY MUCH FOR SENDING A SURVEY.
IT WAS VERY MUCH APPRECIATED AND WELL RECEIVED, I KNOW BY THE PEOPLE I'VE SPOKEN TO.
ALSO FOR THE AIR CONDITIONING UNITS AND THE TOP FLOORS OF THE BUILDINGS THAT DIDN'T HAVE THEM, HUMONGOUS PROGRESS.
I MEAN, WHAT WE SAW AT THE END OF LAST JUNE WAS ROUGH, ESPECIALLY ON THE THREE ELEMENTARY SCHOOLS THAT DON'T HAVE AC, SO I THINK THAT'LL BE A GAME CHANGER.
ALSO FOR CARRYING THOSE THREE SNOW DAY HOLDS OR EMERGENCY HOLDS FORWARD NEXT YEAR AS WELL, WHICH IS, AGAIN, A HUGE IMPROVEMENT FOR THE ELEMENTARY COMMUNITY, ESPECIALLY.
THE COUPLE OF POINTS I WANTED TO MAKE AFTER LOOKING AT THE CALENDAR IS, THE FIRST ONE IS WE COULD ALL BE GETTING OUT ON THE 25TH INSTEAD OF THE 26TH, AND I DIDN'T SEE THAT ANYWHERE ON ANY OF THE OPTIONS.
I THINK IT WAS A GREAT MOVE TO PUT DUWALLY INSTEAD OF THAT EASTER MONDAY, AND I'M SURE THAT'S VERY IMPORTANT TO THE COMMUNITY, BUT I WOULD ALSO JUST HOPE THAT YOU GUYS ARE WEIGHING THAT AGAINST THE FACT THAT THE ENTIRE DISTRICT COULD BE GETTING OUT A DAY EARLIER ACROSS THE BOARD, OR PERHAPS WE PUT THAT AGAINST.
I KNOW THE TEACHERS ALREADY VOTED ON THOSE TWO DAYS AT CHRISTMAS VERSUS STARTING BEFORE LABOR DAY, BUT THAT COULD BE A FACTOR GOING FORWARD IN THE DECISION.
I DON'T KNOW IF THE SHIP HAS SAILED OR NOT.
IT'S ONE DAY, BUT IT'S A DAY WE CAN TAKE.
HOPEFULLY THAT'LL BE ON THE TABLE.
THE OTHER QUESTION WAS, THERE IS A HALF DAY ON THE 6TH NOVEMBER FOR ELEMENTARY, AND I THINK IT'S A TYPO, AND I JUST WANTED TO ASK IF I COULD GET CLARIFICATION BECAUSE NORMALLY WE HAVE EVENING CONFERENCES FOLLOWED BY A FULL DAY.
WE USED TO HAVE MIDDLE AND ELEMENTARY IN THE SAME BASE.
I THINK THAT'S WHY IT'S THERE.
NOW THEY'RE SEPARATE, BECAUSE MIDDLE DOES NEED THAT TIME.
BUT ELEMENTARY, I MEAN, THAT WOULD BE LIKE ENOUGH FOR 50 CONFERENCES.
I JUST WANTED TO ASK ABOUT THAT.
I DON'T KNOW IF YOU WANT TO TAKE QUESTIONS AS I GO.
>> TECHNICALY MAYBE WE DON'T, BUT I CAN ADDRESS IT REALLY QUICKLY.
THAT IS SOMETHING THAT WAS RAISED WITHIN THE FEEDBACK.
>> WE JUST NEED TO DOUBLE CHECK THAT THERE'S ENOUGH TIME SLOTS FOR ALL THE PARENTS TO GET SET SLOTS, BUT THAT IS LIKELY SOMETHING THAT WILL COME OFF THE NOVEMBER HALF DAY.
THEN THE OTHER THING, FOR THE LAST DAY OF SCHOOL, WE HAD A LOT OF QUESTIONS ABOUT THAT.
COULD THAT EXTRA FLOATING DAY BE THERE? THE PROBLEM IS THE REALITY OF TEACHERS BEING ABLE TO FINISH GRADING EXAMS AND CLOSE OUT THEIR GRADES AT THE HIGH SCHOOL LEVEL, THEY NEED THAT DAY.
THAT'S WHY WE DON'T GENERALLY LOOK AT ENDING SOONER.
IT'S THE REGENTS RATING DAY, WHICH I KNOW WE'VE HAD THE DEBATE ABOUT THAT.
BUT THE PRACTICALITY OF THEM FINISHING THEIR WORK AND THE GRADES, IN PARTICULAR, IS THAT THEY NEED THE DAY.
I MEAN, CERTAINLY WE CAN ASK THE QUESTION IF THAT IS STILL THE CASE.
>> ARE THERE A LOT OF REGENTS ON THE 25TH?
>> REGENTS, NO, BUT THERE'S REGENTS EXAMS THAT HAVE TO BE SCORED A FEW DAYS AHEAD OF THAT.
THERE'S FINAL EXAMS THAT ARE GIVEN THROUGHOUT THE PERIOD AND THEN TEACHERS NEED TIME TO SCORE ALL THOSE, CALCULATE FINAL GRADES, ENTER FINAL GRADES, AND WRAP UP THE YEAR.
THAT'S THE PIECE THAT LAGS AFTER THE EXAM.
>> THAT HELPS. THE OTHER QUESTION I HAVE WAS, I NOTICED ON THE SURVEY, AND I DIDN'T REALLY UNDERSTAND HOW IT COULD BE USED THAT HOW DO YOU FEEL ABOUT THE TWO OTHER EMERGENCY SNOW HOLDS BEING USED AT MEMORIAL DAY WEEKEND? IS THERE AN OPTION TO PUT THEM AT THE END, FOR EXAMPLE, AND HAVE HIGH SCHOOL 7-12 TAKE OFF WHATEVER DAYS WORK WITH THEIR SCHEDULE AND HAVE K TO SIX GET OUT ADD THEM ON?
>> I THOUGHT ABOUT THAT TOO, BECAUSE THAT WAS ANOTHER QUESTION THAT CAME UP A LOT IN THE SURVEY.
THEY'RE CONTRACTUAL SPECIFIC TO THAT WEEKEND, MEMORIAL DAY.
BUT EVEN IF WE WERE TO TRY TO LOOK AT CHANGING THAT, IT'S THE SAME PROBLEM BECAUSE ON THOSE TWO DAYS, EVERYBODY IS OFF, NOT JUST THE KIDS.
>> NO, I WAS JUST THINKING LIKE, IF THE K TO SIX GET THOSE LAST TWO, CAUSE YOU DO HAVE THAT TWO WEEKS OF FINALS?[OVERLAPPING]
>> IT WOULD PRESENT THE SAME PROBLEM, THOUGH. I GUESS THAT'S WHAT I'M SAYING.
AT THE SECONDARY, THE TEACHERS NEED THOSE LAST DAYS FOR GRADING.
>> OH, I'M SORRY, I'M NOT BEING CLEAR.
I MEAN, COULD THEY PUT THEM LET'S SAY YOU TEACH I DON'T KNOW.
YOU HAVE THE LAST REGENTS, AND THAT'S IT.
AND YOU HAVE THOSE TWO WEEKS BEFORE.
COULD THEY TAKE THEM KIND OF WHEN THEY HAVE SPACE DURING THOSE TWO WEEKS? THE 7-12 FROM LET'S SAY JUNE 12TH TO JUNE 26TH, IS COMING AND GOING FOR FINALS, RIGHT?
>> YEAH, IT'S LIKE USUALLY AROUND THE 16TH, 17 TH, CORRECT.
>> IS THERE ROOM? I DON'T KNOW WHAT THEY DO OTHER THAN OBVIOUSLY THEY'RE GRADING, BUT DO THEY HAVE SPACE TO TAKE THAT TIME OFF, OR IT JUST DOESN'T WORK, IT'S TOO COMPLICATED?
>> THEY'RE PROCTORING EXAMS. THAT'S THE THING.
THE WHOLE SCHOOL BASICALLY SHIFTS INTO TESTING MODE.
RIGHT. TEACHERS THEY'RE GENERALLY PROCTORING EXAMS OR GRADING THEIR OWN EXAMS THROUGHOUT THAT PERIOD.
[00:10:02]
IS THERE A LITTLE BIT OF DOWNTIME? YES, BUT I DON'T THINK THAT THERE'S TWO SOLID FREE DAYS EVERY TEACHER COULD TAKE OFF DURING THAT PERIOD, JUST BECAUSE OF THE WAY THAT THE TESTING SCHEDULES RUN.>> I DOUBT THEY WOULD ALL BE THEY CERTAINLY COULDN'T DO THE SAME DAYS.
>> EVEN IF YOU'RE LOOKING AT IT FROM A STAGGERED PERSPECTIVE, I DON'T KNOW THAT IT'S REALISTIC.
>> GOT IT. OBVIOUSLY, THE REASON WHY I'M ASKING IS BECAUSE WE'RE FIVE DAYS SHORT OF NEXT YEAR, OF BEING ABLE TO GET OUT ON THE 18TH, WHICH WOULD BE MEANINGFUL.
YOU BEFORE JUNETEENTH, AND YOU ALLEVIATE A LOT OF THE END OF THE YEAR STRESS THAT'S HAPPENING AT THE ELEMENTARY LEVEL, SO I THINK THAT'S STILL REAL, BUT IT'S GOING TO BE HUGELY IMPROVED BY WHAT YOU GUYS PUT INTO PLACE, WHICH IS MUCH APPRECIATED.
THEN, I THINK THE LAST THING, I LOOKED AT THE CALENDAR.
WE HAVE TWO MONTHS WHERE WE HAVE THREE FULL WEEKS OF SCHOOL AND WE HAVE FOUR MONTHS WHERE WE HAVE ONLY ONE FULL WEEK OF SCHOOL NEXT YEAR.
WE HAVE THE SAME NUMBER OF HALF DAYS.
I WATCHED THE MEETING ON THE EIGHTH. I COULDN'T BE HERE.
I UNDERSTAND THAT'S REALLY IMPORTANT FOR THE PROFESSIONAL DEVELOPMENT, BUT I WILL SAY THAT I THINK AT LEAST MY FAMILY AND THOSE I'M SPEAKING TO ARE STILL STRUGGLING WITH THIS CALENDAR, THAT'S, I MEAN, I DON'T THINK MY KIDS HAVE HAD A FULL WEEK OF SCHOOL SINCE NOVEMBER BECAUSE THEY'VE BEEN SICK.
IT'S HARD. WE'RE MISSING A LOT OF SCHOOL, AND WE HAVE A LOT OF BREAKS, AND IT'S BEEN A CHALLENGE FOR THE LEARNING IN OUR FAMILY.
IT'S A HARD PROBLEM, BUT I WANT TO JUST PUT THAT OUT THERE TO YOU GUYS WHEN YOU CONSIDER THE HALF DAYS BECAUSE IT'S STILL A LOT.
THANK YOU SO MUCH. I APPRECIATE IT.
>> I'LL JUST WENT ON. WE'RE TRYING TO LOOK AT THAT HALF DAY THING.
I THINK THE TENSION THERE IS THAT IDEALLY, THOSE PLC DAYS, THE EARLY RELEASE DAYS, THE BEST PLACE FOR PROFESSIONAL DEVELOPMENT IS IN THE FIRST HALF OF THE YEAR, WHICH IS ALSO THE SAME PLACE AS ALL THOSE CHOPPY WEEKS OF SCHOOL.
WE'RE LOOKING AT IT REAL QUICK.
>> FRIDAYS WOULD THAT BE AN OPTION? BECAUSE THAT WOULD BE A LOT EASIER.
I KNOW YOU LIKE TO DO THE EXTENDED ONES BECAUSE THEY FEED INTO THE AFTER SCHOOL ON WEDNESDAYS, BUT THAT WOULD BE A LOT EASIER, I THINK FOR PEOPLE.
I THINK THEY'RE FIVE MONTHS IN THE BEGINNING OF THE YEAR WHERE THERE'S, LIKE, YOU COULD PUT THEM IN BECAUSE YOU HAVE A LOT OF FRIDAYS WHERE WE HAVE NO SCHOOL, SO THEY COULD JUST FITS A CADENCE, I GUESS. JUST A THOUGHT.
>> WE'D HAVE TO LOOK. I THINK WE WANT TO ASSES EFFECTIVENESS OF THE PROFESSIONAL DEVELOPMENT.
FRIDAY AFTERNOONS ARE GENERALLY NOT THE MOST PRODUCTIVE FOR HUMAN BEINGS.
>> I KNOW. IT'S JUST ALSO, LIKE, I WANT TO MAKE SURE I'M ADVOCATING FOR THE STUDENTS, ESPECIALLY THE YOUNGEST ONES, BECAUSE I THINK I KNOW MY 8-YEAR-OLD IS STRUGGLING WITH THIS TYPE OF UP AND DOWN UP AND DOWN, SO THAT'S WHY I'M HERE. THANK YOU.
>> WE CAN DO CONSENT. THANK YOU FOR EVERYTHING.
>> WE'VE GOT A DONATION, IF YOU WANT TO SEPARATE THAT OUT.
>> DO I HAVE A MOTION TO TAKE 4.1-4.5 AS A CONSENT AGENDA?

UNIT 1 WILL BE REHABBING WITH THE USE OF THAT VENDOR.

WE'RE GOING WITH THE LOWEST VENDOR THROUGH THOSE ALLOWABLE COOPERATIVES, WORKING WITH LEGAL AND THE OTHER ONE IS WORKING THROUGH REPLACEMENT OF THE TURF FIELD.
WHERE WE'RE AWAITING FINAL STATE APPROVAL.
WE EXPECT THAT TO HAPPEN SOON BEFORE THE NEXT BOARD MEETING.

WE'RE EXCITED ABOUT THAT AND THESE BOTH FIT WITHIN THE BUDGETS THAT WERE APPROVED BY THE BOARD AND THE VOTERS.
>> IT'S EXCITING. ANY MORE COMMENTS OR QUESTIONS? ALL IN FAVOR?
>> ANY OPPOSED? I'M WAVING A WILL. LET'S SEE.

[00:15:01]
