[00:00:04]
[2. Public Session - 7:30 p.m.]
I'D LIKE TO CALL TO ORDER THE BUSINESS MEETING OF THE PELHAM BOARD OF EDUCATION FOR NOVEMBER 8TH, 2023.PLEASE STAND FOR THE PLEDGE OF ALLEGIANCE.
ALLEGIANCE] OKAY. I'D ASK MR. ROWE FOR A REITERATION OF THE EXECUTIVE SESSION MOTIONS.
WE ENTERED EXECUTIVE SESSION FOR THE PURPOSE OF DISCUSSING A COLLECTIVE BARGAINING ITEM, AS WELL AS THE EMPLOYMENT RECORD OF INDIVIDUALS. THANK YOU.
WE'RE LOOKING FORWARD TO HOPEFULLY A BRIEF MEETING TONIGHT.
SO I'LL JUST SAY THANK YOU TO OUR VETERANS.
WE'LL BE REMEMBERING THEM THIS WEEK AND HAVE A DAY OFF OF SCHOOL TO DO THAT.
[3. Approval of Minutes]
AND NOW WE CAN MOVE ON TO APPROVAL OF THE MINUTES.I'LL ACCEPT A MOTION TO APPROVE THE MINUTES FROM OCTOBER 25TH, 2023.
ALL IN FAVOR? AYE. ANY OPPOSED? ABSTENTIONS. NO.
AND NEXT IS 4.1 SUPERINTENDENTS REPORT.
[4.1 Superintendent's Report]
GREAT. THANK YOU. AND YEAH TOO I ECHO THAT WE'RE REALLY INCREDIBLY THANKFUL FOR OUR VETERANS.AND I KNOW OUR SCHOOLS ARE DOING A VARIETY OF DIFFERENT THINGS TO CELEBRATE AND HONOR THEM.
SO WE REALLY APPRECIATE THEIR SERVICE.
EXCUSE ME AND ALL THE FREEDOMS THAT THEY HAVE PROVIDED FOR US ALL.
WE HAVE FRIDAY OFF OF SCHOOL THIS YEAR FOR THAT, JUST BECAUSE OF THE WAY THE CALENDAR FALLS.
SO IT'S A LITTLE BIT DIFFERENT.
BUT WE WILL WE WILL BE NOT BE HERE THIS FRIDAY.
VERY SHORT REPORT FROM ME TONIGHT.
WE DO HAVE A COUPLE OF REALLY EXCITING HONORS, THOUGH, THAT I WANTED TO MAKE THE BOARD AWARE OF.
WE WE'RE PLANNING FOR A PREDOMINANTLY WORK SESSION.
SO WE WERE VERY PLEASED THIS WEEK TO FIND OUT THAT WE HAD TWO OF OUR FACULTY MEMBERS FROM THE HIGH SCHOOL SELECTED AND ANNOUNCED BY GOVERNOR HOCHUL AS MEMBERS OF THE MASTER TEACHER, SELECTED AS NEW YORK STATE MASTER TEACHERS FOR THE 23-24 SCHOOL YEAR.
I THINK IT WAS THE FIRST COHORT OF SCHOOL COUNSELORS, AND THAT'S MISTER LUIS BARCELO.
SO IT WAS THEY WERE MEMBERS OF 147 EDUCATORS WHO WERE SELECTED THIS YEAR TO JOIN A PROFESSIONAL NETWORK OF MORE THAN 1700 PUBLIC SCHOOL TEACHERS AND COUNSELORS FROM AROUND THE STATE.
25 OF THOSE WERE COUNSELORS AND OUR LUIS BARCELO WAS ONE OF THEM.
THAT REPRESENTS 127 SCHOOL DISTRICTS FROM AROUND THE STATE.
THEY WILL BE SERVING AS MENTORS FOR STUDENTS AND EARLY CAREER TEACHERS AND COUNSELORS.
SO THROUGHOUT THEIR FOUR YEAR PARTICIPATION, THEY'RE NOW PART OF THAT OF A FOUR YEAR COHORT.
THEY WILL THEY'LL RECEIVE A STIPEND FROM THE STATE, $15,000 ANNUAL STIPEND FOR THEIR WORK, AND FOR THAT, THEY'LL BE ENGAGING WITH PEER MENTORING, INTENSIVE, CONTENT ORIENTED AND PROFESSIONAL DEVELOPMENT OPPORTUNITIES THROUGHOUT THE ACADEMIC YEAR.
THE WORK CLOSELY WITH PRE-SERVICE AND EARLY CAREER TEACHERS AND COUNSELORS TO FOSTER A SUPPORTIVE ENVIRONMENT FOR THE NEXT GENERATION OF STEM TEACHERS, IN PARTICULAR, AND COUNSELORS AND ATTEND REGIONAL MEETINGS TO PARTICIPATE IN PROFESSIONAL DEVELOPMENT SESSIONS.
SO WE'RE REALLY PROUD THAT THEY'LL BE REPRESENTING PELHAM.
AND FOR PELHAM TO BE RECOGNIZED AS PART OF THE STATE MASTER TEACHER COHORTS, AND WE LOOK FORWARD TO HONORING THEM NEXT TIME AND HEARING A LITTLE BIT MORE ABOUT THAT APPLICATION PROCESS. ADDITIONALLY, WE ALSO HEARD THIS WEEK THAT MR. JOHNSON FROM SIWANOY WAS RECOGNIZED AND FOR THE HEROES IN EDUCATION AWARD, WHICH IS A PTA AWARD.
I'M SORRY, NOT THIS WEEK. NEXT WEEK, DR.
[00:05:03]
BOWMAN AND I WILL BE ACCOMPANYING CHAPERONING MISS GARCIA ON OUR TRIP TO WASHINGTON, DC TO BE RECOGNIZED FOR THE BLUE RIBBON AWARD FOR COLONIAL.SO WE'RE REALLY EXCITED ABOUT THAT AND LOOKING FORWARD TO THAT CEREMONY AND PRESENTATION AND BEING PART OF THOSE WORKSHOPS AND MEETING OTHER SCHOOLS WHO ARE ALSO WORKING TO REALLY ACHIEVING HIGH LEVELS OF ACHIEVEMENT AND GROWTH FOR THEIR STUDENTS.
SO WE WILL WE'LL BE OUT THERE DOING MANY PROFESSIONAL THINGS WHILE WE WERE IN DC TOGETHER.
AND THEN FINALLY, JUST A QUICK UPDATE ON STRATEGIC PLANNING.
WE DID ISSUE THE RFP THAT I SHARED WITH THE BOARD A WHILE BACK THAT WENT OUT.
SOME OF THEM WERE HAD MAYBE NOT WORKED WITH DISTRICTS SIMILAR TO OURS, OR COSTS WERE A LITTLE BIT.
SO I'VE GOT A TEAM OF ADMINISTRATORS, A FEW TEACHERS.
JACKIE IS GOING TO BE JOINING AS WELL, DOING A REVIEW OF THE FOUR THAT I SCREENED THAT DOWN TO.
AND THEN FROM THERE, WE'LL SEE IF ONE RISES TO THE SURFACE JUST FROM THAT REVIEW OR IF INTERVIEWS, ADDITIONAL INTERVIEWS MAY BE NEEDED, BUT WE'RE HOPING TO GET THAT NAILED DOWN WITHIN THE NEXT COUPLE OF WEEKS AND THEN HAVE A RECOMMENDATION TO THE BOARD, EITHER THE NOVEMBER 29TH MEETING OR THE EARLY DECEMBER MEETING, SO THAT WE CAN GET THAT CONTRACT IN PLACE AND GET THAT UP AND RUNNING AS EARLY AS DECEMBER.
SO LOTS OF IT WAS SOME GOOD APPLICATIONS IN THERE.
I THINK WE'VE GOT SOME EXCELLENT CHOICES.
AND THAT'S IT FOR MY REPORT TONIGHT.
NEXT IS BOARD OF EDUCATION COMMITTEE REPORTS.
[4.2 Board of Education Committee Reports]
DOES ANYBODY HAVE UPDATES FROM COMMITTEE MEETINGS? WE HAVE FACILITIES TOMORROW.YEP. SO JIM WILL YOU TOUCH THAT IN YOUR IN YOUR REPORT.
SO THERE'S BEEN WE'VE BEEN DOING A LOT OF WORK.
EVEN THOUGH OUR REPORTS ARE SHORT THIS WEEK, A LOT HAS BEEN HAPPENING.
SO I JUST WANT TO THANK THEM FOR THEIR WORK AND PLANNING AND FACILITATING THOSE.
OKAY. NEXT IS ASSISTANT SUPERINTENDENTS UPDATE ON AUTHENTIC LEARNING.
[4.3 Assistant Superintendent's Update on Authentic Learning]
OKAY. SO.THE MONTH OF OCTOBER WAS VERY BUSY.
IMPORTANT TO NOTE IS THAT THERE WILL BE A SIMULATION IN JANUARY, WHICH IS A STATE LEVEL THING, AND PRIOR TO THAT, THERE ARE SOME OPPORTUNITIES FOR TEACHERS AND STUDENTS TO GET USED TO THE PLATFORM AND THE DIFFERENT TOOLS THAT ARE AVAILABLE, SO THAT WE DON'T HAVE TO EXPEND INSTRUCTIONAL TIME AND DOING THAT KIND OF PREP IN THAT WAY.
BUT MAKE SURE THAT THE KIDS ARE EQUIPPED WITH THE SKILLS THAT THEY NEED TO NAVIGATE THE PLATFORM, SO THAT WE CAN UTILIZE THE ASSESSMENTS TO REALLY SEE WHAT THEY KNOW AND CAN DO, AND NOT HOW WELL THEY USE THE HIGHLIGHT TOOL.
UM, WE HAVE BEGUN PLANNING OUR MARCH 2024 SUPERINTENDENTS CONFERENCE DAY.
YESTERDAY, OUR ADMINISTRATORS WERE OUR SECONDARY ADMINISTRATORS WERE TRAINED TO USE THE DATA VIZ DATA DASHBOARD THAT WE HAVE THROUGH INFINITE CAMPUS. SO THAT'S UP AND RUNNING.
AND THAT'S JUST A SMALL SMATTERING OF THE PROFESSIONAL DEVELOPMENT THAT'S HAPPENED.
UM, I WAS NOT ABLE TO BE HERE LAST WEEK BECAUSE I WAS ON A TRI STATES VISIT TO ARDSLEY, WHERE I IT WAS MY FIRST VISIT EVER, SO IT WAS VERY EXCITING FOR ME. BUT THE FOCUS OF THEIR VISIT WAS MTS, WHICH IS A HUGE FOCUS OF OUR DISTRICT THIS YEAR, AS WELL AS LIKELY GOING TO BE AT LEAST PART OF THE FOCUS OF OUR UPCOMING TRI STATE VISIT IN JANUARY 2026.
IN ADDITION, MR. RICKY AND I PRESENTED TO THE CABINET.
WAS THAT YESTERDAY NOW MONDAY.
[00:10:01]
MONDAY. SORRY.SOME NEW PROCEDURES THAT WE'VE PUT INTO PLACE TO MAKE SURE THAT WE ARE TRYING TO BE AS EFFICIENT AS POSSIBLE IN UPDATING IF THERE'S AN ADDRESS CHANGE OR HOW WE HANDLE WHEN WE GET RETURNED MAIL SO THAT THINGS DON'T GET THINGS DON'T FALL THROUGH THE CRACKS THAT WE ADDRESS THEM, THAT WE KIND OF CENTRALIZE THEM, DIGITIZE SOME OF THE FORMS THAT WE HAVE, AND ENSURE THAT WE'RE ON TOP OF THAT.
GREAT. THANK YOU. AND NEXT IS ASSISTANT SUPERINTENDENTS UPDATE ON THE WHOLE CHILD.
[4.4 Assistant Superintendent's Update on The Whole Child]
HI. GOOD EVENING.WE HAVE QUITE A NUMBER OF STUDENTS WHO ARE READY FOR TRIENNIAL REVALUATIONS THIS YEAR.
WHEN YOU'RE A STUDENT THAT'S CLASSIFIED AND HAVE AN IEP, YOU GET REASSESSED EVERY THREE YEARS.
SO PARENTS GOT THOSE CONSENTS OVER THE SUMMER.
SO WE'RE PLANNING ON THOSE MEETINGS AND SORT OF GETTING READY AND UP AND RUNNING FOR THAT.
THIS YEAR OUR INDICATOR IS INDICATOR EIGHT, WHICH IS ACTUALLY PARENT FEEDBACK.
SO THIS IS DONE IN CONJUNCTION WITH SUNY POTSDAM THAT COLLECTS THE INFORMATION.
WE'VE ALREADY ORDERED PARENT SURVEYS.
WE WILL NOT GET THE RESULTS FROM THAT HOWEVER, I BELIEVE THE DATA IS DUE BY THE END OF AUGUST AND WE PROBABLY GET THE RESULTS BY MID DECEMBER OR SO NEXT YEAR. WE NEXT THURSDAY WILL BE SEPTA MEETING.
I'M SORRY. YES. THURSDAY, NOVEMBER 16TH, HELD THIS IN THE MIDDLE SCHOOL LIBRARY.
THIS IS THE MEETING WHERE SEPTA INVITES MYSELF AND DR.
RIBEIRO AND MR. LAU TO TALK TO PARENTS ABOUT SPECIAL EDUCATION IN PELHAM PROCESSES AND PROCEDURES.
WE'LL SPEND TIME TALKING ABOUT IEP DEVELOPMENT PROGRAMS, HOW TO UNPACK WHAT YOUR TEST SCORES MEAN.
504S SECONDS ARE REALLY FOR GENERAL EDUCATION STUDENTS.
SO WE'LL UNPACK THAT FOR PARENTS.
HE SPENT A DAY IN EACH BUILDING.
HE OBSERVED CLASSES AND MET WITH TEACHERS AND PRINCIPALS TO GIVE FEEDBACK ABOUT WHAT HE WAS OBSERVING AND WHAT HE WAS SEEING AS FAR AS OUR PRACTICES AS RELATED TO MORNING MEETING. SO THAT'S EXCITING.
HE'LL BE BACK AGAIN FOR ONE MORE VISIT IN THE SPRING.
WE DID HAVE OUR FIRST WELLNESS COMMITTEE MEETING YESTERDAY, AND WE BASICALLY SUMMARIZE THE WORK THAT WE DID LAST YEAR, WHICH WAS A LOT OF WORK.
I WILL BE SENDING FORWARD TO THE POLICY COMMITTEE THE WELLNESS POLICY THAT WE DIDN'T GET TO FINISH LAST YEAR BECAUSE UNFORTUNATELY, WHEN MR. HODGE LEFT, HIS PORTIONS OF THAT DIDN'T GET REVIEWED.
BUT MR. TOMBS AND I MET WE TALKED ABOUT IT YESTERDAY.
WE REVIEWED THE NUTRITION PIECES OF IT LAST YEAR.
SO THERE ARE NO MAJOR CHANGES.
SO WE'RE GOING TO GIVE THAT TO THE POLICY COMMITTEE FOR RE APPROVAL.
WE REQUIRED EVERY THREE YEARS TO REVIEW THAT POLICY.
IN ADDITION WE TALKED ABOUT THE STUDENT RESILIENCE SURVEY.
I'M WORKING ON GIVING THAT INFORMATION TO THE BOARD.
WE ALSO TALKED ABOUT OUR SEL SEQUENCING.
WE STARTED TO MAP LAST YEAR OUR SEL BENCHMARKS.
WE DID THAT WITH ALL OF THE PRINCIPALS, AND THIS YEAR WE'RE JUST WORKING WITH THE PRINCIPALS TO CLOSE THE LOOP ON THAT AND SUMMARIZE SORT OF WHAT ARE OUR GREEN LIGHT, YELLOW LIGHT, RED LIGHT AREAS WHERE WE'RE DOING REALLY WELL, WHERE WE MAY NEED SOME TWEAKS AND WHERE WE HAVE SOME SIGNIFICANT GAPS.
[00:15:03]
AND WE ALSO TALKED ABOUT STAFF WELLNESS.WE'RE GOING TO PIGGYBACK ON THE CLIMATE SURVEY.
WE DID SEND OUT THAT BRIEF LITTLE THREE QUESTION SURVEY LAST YEAR, SORT OF WHAT OF THE AREAS THAT TEACHERS FELT AND STAFF FELT WERE PULLING THEM AT THE MOST, WHERE THEY FEEL THEY NEED SUPPORT AND WHAT ARE THEY KIND OF LOOKING FOR? THE OVERALL THEMES REALLY RELATED TO TIME.
AND ALSO THEY'RE DEFINITELY LOOKING FOR SOME UPDATES ON TEACHER BREAK ROOMS. THAT WAS SORT OF WE GAVE THEM SOME OPTIONS.
WHAT WOULD YOU WANT TO SEE IN YOUR BUILDING AS A SPACE THAT WOULD OFFER YOU SORT OF A REPRIEVE? SOME BUILDINGS DON'T HAVE TEACHER BREAK ROOMS, SO THAT'S SOMETHING THAT JIM AND I ALSO TALKED ABOUT.
JIM, AS PART OF THE WELLNESS MEETING.
HE HEARD THAT TRY TO FOLD THAT INTO THE FACILITIES SURVEY AS WELL.
AND THEN ALSO WHEN THE CLIMATE SURVEY COMES OUT, WE'LL TAKE THAT FEEDBACK AS WELL.
LASTLY, WE TALKED ABOUT THE PEER MENTOR PROGRAM.
THAT WAS SOMETHING THE WELLNESS COMMITTEE WORKED ON LAST YEAR.
THE IDEA OF WHAT IS IN PLACE FOR OUR FRESHMEN AS THEY TRANSITION TO HIGH SCHOOL.
AND MISS LILA ZAHED, WHO IS OUR HIGH SCHOOL SOCIAL WORKER, IS THE LEAD ON THAT.
SHE GETS THE STIPEND TO DO ON THAT PROGRAM.
AND THEY PUT TOGETHER BETWEEN HER AND MR. BERKOWITZ, A REALLY HEALTHY PROGRAM.
WE HAVE ALL FRESHMEN HAVE A PEER MENTOR, EITHER A SOPHOMORE, JUNIOR OR SENIOR, AND THEY MEET EVERY MONTH WITH THEIR PEER MENTOR IN A DIRECTED ACTIVITY. SO IT REALLY GIVES THE FRESHMEN SORT OF A LINK TO AN UPPERCLASSMEN AND A CONNECTION TO AN EXPERIENCED PERSON IN THE HIGH SCHOOL, AND ALSO A WAY TO DO SOME ACTIVITIES TO KIND OF BUILD A CONNECTION WITH OTHER STUDENTS.
AND THEN WE TALKED ABOUT WHAT WILL BE THE GOALS FOR THE WORK THIS YEAR.
SO. OF SOME IDEAS FLOATING AROUND WHICH WILL FORMALIZE AT THE NEXT MEETING.
WHAT ARE THE TRENDS THAT ARE BEING SEEN IN THE BUILDINGS THAT WE MAY NEED TO WORK ON? WE HEARD A LOT ABOUT CONFLICT RESOLUTION.
WE HEARD A LOT ABOUT KIDS NEEDING MORE MOVEMENT.
SORT OF THE IDEA THAT THERE IS KIDS COMING TO SCHOOL LESS PREPARED, EVEN WITH GROSS MOTOR SKILLS.
THEY'RE SEEING THAT AT THE ELEMENTARY LEVEL.
AND MR. TOOMBS ACTUALLY TALKED ABOUT THE FACT THAT WHILE WE HAVE MORE KIDS WHO ARE DOING TRAVEL TEAMS AND KIND OF MORE FORMAL THINGS OF THAT NATURE, IT'S NOT THE SAME THING AS KIDS GOING OUT AND PLAYING, BECAUSE A LOT OF THOSE TRAVEL OR YOUR SORT OF FORMAL WAYS THAT YOU INTERACT.
YOU'RE STANDING AT A CONE AND WAITING FOR A DRILL TO BEGIN.
AND THAT'S A LITTLE BIT DIFFERENT THAN JUST BEING ABLE TO PLAY.
SO THAT IS WELLNESS IN COUNSELING.
I ALSO WANT TO FORMALLY CONGRATULATE MR. BARCELLO ON THAT ACHIEVEMENT.
THE HIGH SCHOOL COUNSELING DEPARTMENT HAS BEEN WORKING WITH SENIORS ON COLLEGE APPLICATIONS.
THEY'VE BEEN BUSY WRITING RECOMMENDATION LETTERS.
TO DATE, ABOUT 63% OF OUR SENIORS HAVE COMPLETED THE COLLEGE APPLICATION PROCESS.
BUT WE KNOW THAT CONTINUES BECAUSE THERE ARE ROLLING ADMISSIONS FOR MANY SCHOOLS.
AS THE QUARTER COMES TO THE END, I THINK TOMORROW IS THE END OF THE QUARTER MARKING PERIOD.
COUNSELORS ARE MEETING WITH STUDENTS REGARDING THEIR PROGRESS AND CHECKING IN.
WHERE DO WE NEED TO PROVIDE INTERVENTIONS? AND ALSO IN COLLABORATION WITH CIVICS.
THAT WORKSHOP IS GOING TO BE FOCUSED ON CAREERS IN MARKETING.
COLLEGE VISITS ARE CONTINUING, SO THAT'S ONGOING.
LEGUE JUST LAST FRIDAY TO REVIEW OUR CONCUSSION PROTOCOLS.
[00:20:02]
DEVIATION. WE STOPPED USING FORMS WE SHOULD BE USING.SO WE'RE GOING TO GO BACK TO USING THOSE FORMS. AND THAT'S IT FOR ME.
THANK YOU. AND NEXT IS THE EXECUTIVE DIRECTOR'S UPDATE ON HUMAN RESOURCES.
[4.5 Executive Director's Update on Human Resources and Learning]
GREAT. GOOD EVENING.SO WE HAVE OUR OUR STAFF CLIMATE SURVEY, WHICH HAS BEEN I THINK NOW THREE WEEKS ONGOING.
WE DECIDED TO EXTEND ONE MORE WEEK.
SINCE THE LAST TIME WE MET, I THINK THE NUMBERS OF PARTICIPATION, THE RATE WAS ABOUT 37% FOR THE INSTRUCTIONAL STAFF AND ABOUT 17% OF THE NON INSTRUCTIONAL STAFF. SO NOW THAT HAS INCREASED, ABOUT 60% OF THE INSTRUCTIONAL STAFF HAVE PARTICIPATED.
AND THAT NUMBER HAS GONE UP BY THE THE MONITORS AND THE CUSTODIANS, THE CLERICAL FACILITIES TO 26%.
SO WE'RE HAPPY ABOUT THAT. CLOSE IT OUT THIS WEEK.
YEAH. AND I KNOW STEVE ALSO SENT THEM A REMINDER THAT THERE WERE LAPTOPS IN ALL THE MAIN OFFICES.
EVERY PRINCIPAL HAD A SPECIAL LAPTOP IN THEIR IN THE MAIN OFFICE JUST TO COMPLETE THE SURVEY ONLINE.
SO WE'RE LOOKING FORWARD TO THAT.
WE DID WELCOME MR. RICHARD LEPRINE AGAIN BACK TO THE DISTRICT.
HE STARTED ON MONDAY AND WE HAD SOME GOOD OVERLAP TIME.
TITONE. AND WE WANT TO WISH DR.
AND I ALSO DID MENTION TO THE BOARD THAT ONE OF THE THINGS THAT I THINK IN PUBLIC EDUCATION IN NEW YORK STATE, THERE'S BEEN A LOT OF ADVOCACY TO CHANGE HAS BEEN THE THE WAY WE EVALUATE TEACHERS AND PRINCIPALS.
SO I WROTE THAT IN MY BOARD REPORT, IT WAS ESTABLISHED BACK LAST DECADE, BUT 2016, A CHANGE IN THE APPR, THE ANNUAL PROFESSIONAL PROFESSIONAL PERFORMANCE REVIEW PROCESS FOR TEACHERS AND PRINCIPALS TO BE A 50% MODEL, 50% OBSERVATION BY THEIR SUPERVISORS, AND THEN 50% BASED ON STUDENT PERFORMANCE ON DIFFERENT TYPES OF ASSESSMENTS, WHETHER INTERNAL ASSESSMENTS OR STATE EXAMS. A LOT HAS CHANGED SINCE THEN, ESPECIALLY COVID, WHEN WE HAD TO HAVE A MORATORIUM ON THE APPR BECAUSE WE DIDN'T REALLY HAVE THAT DATA.
SO WE WERE HOPING THIS PAST YEAR THAT THE LEGISLATURE AND GOVERNOR WOULD, WOULD MAKE A LAW CHANGE TO TO AMEND IT AND GIVE MORE, I THINK, CONTROL OVER THE LOCAL SCHOOL DISTRICTS WHERE IT WAS, LET'S SAY, 20, 30 YEARS AGO, THE LOCAL SCHOOL DISTRICTS HAD A LOT OF LOCAL CONTROL ON HOW WE EVALUATED ADMINISTRATORS AND TEACHERS.
THAT DIDN'T HAPPEN, UNFORTUNATELY.
SO I'M HOPING THAT'S WHERE THE ENTIRE STATE IS, HOPING THAT THEY WILL LOOK AT THAT AGAIN TO KIND OF REALLY, I THINK GIVE THE SCHOOLS THAT LOCAL CONTROL IN TERMS OF HOW WE EVALUATE TEACHERS AND ALSO PRINCIPALS.
SO MORE TO BE HEARD ON THAT, I'M SURE.
AND NEXT ASSISTANT SUPERINTENDENTS UPDATE ON FINANCE AND FACILITIES.
[4.6 Assistant Superintendent's Update on Finance and Facilities]
HI. GOOD EVENING. AND PICKING UP KIND OF WHERE WE LEFT OFF AT THE LAST MEETING THIS THIS PAST WEEK AND, AND LAST WEEK, WE DISTRIBUTED OUR BUDGET INSTRUCTIONS TO OUR ADMINISTRATORS TO KICK OFF THAT PROCESS INTERNALLY.AND THE BUSINESS OFFICE, OUR INTERNAL AUDITOR HAS ALSO BEEN IN DISTRICT OVER THE LAST FEW WEEKS, WORKING ON THE ANNUAL RISK ASSESSMENT AND AGREED UPON PROCEDURES PLAN, WHICH WAS APPROVED BY THE THE AUDIT COMMITTEE AND THE BOARD LAST YEAR.
WE WERE WHERE WE'VE IDENTIFIED OTHER AREAS TO TO SURPLUS THOSE FUNDS TO COVER WHERE THE NEED IS.
WE HAVE A ROLLOVER AGREEMENT FOR A PROFESSIONAL SERVICES AGREEMENT FOR ONE OF OUR CONTRACTORS, WHO WE ISSUED THROUGH AN RFP LAST YEAR ON THE AGENDA THIS EVENING.
AND THE ATHLETICS DEPARTMENT, WE'RE TRYING TO HELP OUT JOE TOOMBS.
HE'S TRYING TO FIND SOME SPACE, AND HE FOUND A LOT OF OLD EQUIPMENT, AND WE'RE HELPING HER SURPLUS THAT EQUIPMENT SO THAT WE CAN CREATE THAT SPACE AND HOPEFULLY MAKE MAKE HIS WORK LIFE A LITTLE BIT, A LITTLE BIT EASIER ON THE FACILITIES SIDE, AS WE'VE NOTIFIED EVERYBODY, WE HAD OUR ANNUAL LEAD TESTING, AND WE DID HAVE SOME NOTIFICATIONS WHICH WE'VE MADE TO THE PUBLIC, AND WE'VE POSTED THAT INFORMATION ON OUR WEBSITE.
THOSE SITES THAT DID NOT THAT HAD EXCEEDANCES HAVE EITHER BEEN TAKEN OUT OF SERVICE OR THEY'RE NOTICED AS NON POTABLE WATER SOURCES, WHICH ARE METHODS OF REMEDIATION. AND IF THOSE AREAS ARE GOING TO BE REOPENED FOR POTABLE WATER, THEY NEED TO BE TESTED PRIOR TO BEING PUT BACK IN SERVICE.
[00:25:09]
AND THOSE NOTIFICATIONS AGAIN ARE POSTED AS WE DO IT.AND THIS IS PART OF THE THE ANNUAL REQUIREMENT OR THE TRI ANNUAL REQUIREMENT.
I BELIEVE IT'S EVERY THREE YEARS NOW BASED ON STATE GUIDANCE.
INTERESTINGLY ENOUGH, AGAIN, WE HAD WE HAD TO TEST ALL SCHOOLS, INCLUDING HUTCHINSON, WHICH IS A BRAND NEW SCHOOL, AND THAT WAS EVEN ONE LOCATION WHERE WE HAD AN EXCEEDANCE, THE THE LIMIT, THE THRESHOLD LIMIT HAD BEEN DECREASED FROM 15 PARTS PER BILLION TO FIVE PARTS PER BILLION AT THE STATE.
IN ADDITION TO THAT COMPLIANCE, WE'VE HELD ALL OF OUR FIRE INSPECTIONS THAT WE HAVE ANNUALLY WITH OUR WITH OUR WE HAVE A FIRE INSPECTOR WHO WE CONTRACT OUT WITH AND OUR FIRE CHIEFS AND BOTH OF OUR VILLAGES FIRE DEPARTMENTS PARTICIPATED IN THOSE FIRE INSPECTIONS AS WELL.
AND THIS IS ALL PART OF OUR ANNUAL RENEWAL FOR THE DISTRICT.
CERTIFICATE OF OCCUPANCY IS FOR OUR BUILDINGS.
AND I THINK IT REALLY IT PRESENTS A NICE IMAGE FOR OUR DISTRICT.
WE'VE TESTED ALL OF OUR EQUIPMENT.
WE'RE UP AND RUNNING, OUR SNOW BLOWERS, OUR BROOMS AND EVERYTHING ELSE IS READY TO GO.
WHEN AND IF THAT SEASON COMES UPON US.
WE HAVE TO CLOSE OUT PAPERWORK FOR THE HIGH SCHOOL INTERIOR RENOVATION WORK.
SOME OF THAT HAS TO DO WITH PUNCH WORK.
PUNCH LIST WORK AS WELL AS WITH OUR SITE CONTRACTOR AT HUTCHINSON.
SO WE'RE DILIGENTLY WORKING ON TRYING TO GET ALL OF THAT TAKEN CARE OF AS WE MOVE ALONG.
I THINK WE WERE VERY FORTUNATE.
AND IT'S EVEN BETTER, THOUGH THE KIDS WILL BE ABLE TO ENJOY IT FOR THE YEARS TO COME.
SO THAT'S TWO NEW PLAYGROUNDS AT SIWANOY.
OBVIOUSLY THE THE SITE AT COLONIAL AT COLONIAL COLONIAL IS GOING TO BE NEXT.
HUTCHINSON IS IS, IS IS OF COURSE BRAND NEW AT HUTCHINSON.
AND THEN WE'LL HAVE OUR EYES TOWARDS.
PROSPECT HILL. AND AGAIN, THE SEQUENCING ALL CAME OUT AS PART OF OUR FACILITIES COMMITTEE LAST YEAR.
SOME OF THAT WE'RE GOING TO TALK ABOUT IS OUR ANNUAL WORK PLAN.
WHAT HOW DO HOW DO OUR SCHOOLS COMPARE TO OTHER SCHOOL DISTRICTS? DO WE SEE THINGS THAT OTHER SCHOOL DISTRICTS HAVE THAT WE THINK WOULD BE HELPFUL FOR US, OR DO WE FIND OURSELVES IN A BETTER POSITION AS OTHERS AND KIND OF BUILDINGS THAT WE'RE LOOKING AT, OR BUILDINGS THAT ARE OF SIMILAR VINTAGE TO OURS? SO BUILDING THAT WOULD KIND OF BE THE SAME AGE OF PELHAM MEMORIAL HIGH SCHOOL AND LOOKING AT THOSE THINGS THAT PERHAPS ASPIRATIONALLY THAT WE'D LIKE TO LOOK FOR.
WE'RE LOOKING AT BUILDINGS THAT HAVE SUSTAINABILITY EFFORTS, GEOTHERMAL PUMPS, AND SEEING HOW THOSE TYPES OF THINGS WORK, BECAUSE AGAIN, WE'VE GOT DIFFERENT VINTAGE BUILDINGS AT DIFFERENT TIMES, BUT IT'S ALWAYS GOOD TO SEE HOW OTHER PEOPLE OPERATE.
AND YOU ALWAYS PICK UP SOMETHING ON HOW OTHER PEOPLE CONDUCT THEIR BUSINESS.
SO WE'RE WE'RE EXCITED ABOUT THAT.
ALSO NEXT WEEK WE'RE GOING TO HOLD A SAFETY COMMITTEE MEETING WITH OUR NEW COMMITTEE.
PART OF THAT WILL TALK ABOUT OUR DRILL SCHEDULE, OUR TRAINING PROCESS.
[00:30:02]
IT WAS FLAWLESS, I BELIEVE IS WHAT I HEARD FROM OUR OUR TERRACE REPRESENTATIVE, WHICH IS GREAT, AND WE'VE BEEN CONDUCTING ALL OF OUR DRILLS AT ALL OF OUR SCHOOLS OVER THE LAST FEW WEEKS, AND YOU MAY HAVE HEARD THEM FROM YOUR FROM YOUR STUDENTS AT HOME AS WELL.THAT'S SOMETHING THAT WE TALKED ABOUT.
THIS IS IF YOU HAVE A PATIENT WHO'S NOT ABLE TO MOVE, SAY AT A TOP FLOOR AND AN ELEVATOR IS INACCESSIBLE OR NOT AVAILABLE, THIS IS JUST A WAY TO HELP GET SOMEBODY DOWNSTAIRS IN A SAFE, MANAGEABLE WAY.
AND AGAIN, THAT WAS SOMETHING ELSE THAT CAME OUT OF THE SAFETY COMMITTEE LAST YEAR.
SO THAT'S THAT'S PRETTY MUCH WHAT I HAVE RIGHT NOW.
ONE QUICK QUESTION, IF I MAY, THE VISIT TO THE OTHER DISTRICTS.
IS THERE ANY WAY TO EXTEND THOSE KIND OF VISITS TO LOOK AT OTHER? I DON'T KNOW HOW TO SAY THIS OF NON INFRASTRUCTURE THINGS THAT WE MAY FIND INSPIRING LIKE A PLANETARIUM.
YES I THINK WE DEFINITELY WOULD LIKE TO DO THAT.
I THINK WE ALSO HAD WANTED TO INVITE SOME OF THE ADMINISTRATORS ON SOME OF THESE VISITS.
AND I THINK, YOU KNOW, HVAC OBVIOUSLY IS A SOLIDLY INFRASTRUCTURE, BUT I THINK PART OF WHAT OUR HOPE WAS WITH SOME OF THESE VISITS IS WE WOULD ALSO SEE SOME INSTRUCTIONAL PIECES WITH THEM AS WELL.
SO I THINK WE'LL I KNOW JIM'S GOT THESE TWO LINED UP.
I THINK IT'S A GOOD STARTING POINT.
BUT MY HOPE IS IN VISITING THESE SCHOOLS THAT WE'RE GOING TO SEE SOME OF THAT.
CERTAINLY SOME SCHOOL DISTRICTS, AS AN EXAMPLE, WHETHER THEY HAVE DEDICATED ELEMENTARY SCHOOLS, WHETHER THEY HAVE DEDICATED AUDITORIUMS, DEDICATED CAFETERIA SPACES, AND DEDICATED GYM SPACES AS THREE SEPARATE AREAS.
OTHER SCHOOL DISTRICTS CHOOSE TO HAVE CAFE CREMATORIUMS WHERE IT'S AN ALL IN ONE SPACE.
AND THAT'S JUST ONE EXAMPLE ONE ONE SIMPLE EXAMPLE THAT YOU MAY HAVE.
WE TARGETED SCHOOL DISTRICTS IN THE SOUTHERN WESTCHESTER AREA.
IT DOESN'T MEAN WE'RE NOT GOING TO LOOK ABOVE THAT AREA.
BUT I THINK I THINK THERE'S A GOOD SAMPLING IN THIS IN OUR IMMEDIATE PROXIMITY, WHERE I THINK WE'LL STILL BE ABLE TO GET A GOOD, A GOOD FEELING OF WHAT'S POSSIBLE.
THE SAME CONSIDERATION, THE SAME ENVIRONMENTAL FACTORS, THE SAME STATE I KNOW OF.
SO SOMETIMES IT'S GOOD TO KIND OF STAY IN THAT, IN THAT SANDBOX BECAUSE IT DOESN'T ALWAYS CROSS OVER 1 TO 1 WHEN WE LOOK AT THE REGULATORY PARTS.
ABSOLUTELY. THAT'S WHAT I WAS FOCUSED ON.
THANK YOU. FACILITIES AGAIN WE'RE GOING TO TALK ABOUT THE VILLAGE OF PELHAM IS GOING TO COME TALK ABOUT A FLOOD MITIGATION INITIATIVE THAT THEY'RE WORKING ON. SO WE'LL CERTAINLY BE ABLE TO THE COMMITTEE BE ABLE TO REPORT THAT BACK TO THE BOARD.
AND WE'VE ALSO BEEN WORKING WITH FRIENDS OF PELHAM SPORTS ON THE RENOVATION OF THE WEIGHT FITNESS ROOMS, AS WE'RE GETTING CLOSE TO SUBMITTING THE APPLICATION TO THE STATE FOR THE BUILDING PERMIT, FOR THE FOR THE SPACE, THAT WILL BE A CHANGE OF USE AND WITH THAT WILL REQUIRE AN ACTION CALLED SEQRA, WHICH IS A STATE ENVIRONMENTAL QUALITY REVIEW ACT.
IT'S A PROCEDURE THAT YOU HAVE TO THAT BOARDS HAVE TO UNDERTAKE ON A PROJECT LIKE THIS.
FOR THIS PARTICULAR PROJECT, IT'S A SMALLER ACTION.
[00:35:08]
PROJECTS OF LARGER NATURE, LIKE WHEN WE DID THE CONSTRUCTION OF THE NEW HUTCHINSON SCHOOL, IT'S A LITTLE BIT MORE IN DEPTH AND THERE'S MORE PROCESS BEHIND IT.SO DEPENDING ON SIZE OF THE PROJECT, IT DEPENDS ON THE LEVELS OF SECRET THAT ARE INVOLVED AS WELL.
WE'RE GOING TO MOVE PAST PUBLIC COMMENT.
AND I THINK THAT WE CAN PROPOSE THAT A MOTION TO CONSIDER 6.1 THROUGH
[6. Financial Reports and Motions]
6.4 AS A CONSENT AGENDA.OKAY, ANY COMMENTS OR QUESTIONS ABOUT THESE ITEMS? I'LL JUST POINT OUT WE'RE ALWAYS PROUD TO HAVE SO MANY GIRLS PLAYING ON ICE HOCKEY.
SO THIS IS ONE OF THE APPROVALS.
6.2 IS FOR THE MERGER FOR GIRLS ICE HOCKEY TEAM.
ANYTHING OF NOTE IN THE BUDGET TRANSFERS, GYM OR JUST BUSINESS AS USUAL? BUSINESS AS USUAL.
ANY OPPOSED OR ABSTENTIONS? NO. AND NEXT I'LL ACCEPT A MOTION TO ACCEPT DONATION.
RESOLVED THAT UPON THE RECOMMENDATION OF THE SUPERINTENDENT OF SCHOOLS, THE BOARD OF EDUCATION DOES HEREBY ACCEPT THE MONETARY DONATION OF $7,000 FOR THE FIRST INSTALLMENT FOR THE HUTCHINSON SCHOOL AFTER SCHOOL MATH PROGRAM FOR FOURTH AND FIFTH GRADERS FOR THE 2023-24 SCHOOL YEAR, AND THAT GRATITUDE BE BESTOWED UPON ITS DONOR, THE FRIENDS OF THE PELHAM CIVIC ASSOCIATION.
SO WE'RE ALWAYS VERY GRATEFUL FOR THAT CONTRIBUTION.
ABSOLUTELY. I KNOW THAT BOTH DOCTOR FITZGERALD AND I MET WITH MR. DAVIDIAN NUMEROUS TIMES THROUGHOUT THE LAST YEAR TO CONCEPTUALIZE THIS.
THEY GOT IT UP AND RUNNING TOWARDS THE END OF LAST YEAR, AND WE'RE JUST THRILLED TO CONTINUE, THANKS TO THE GENEROSITY OF THE CIVICS TO CONTINUE WITH IN PARTICULAR, HUTCHINSON IS THE BUILDING WHERE WE HAD MOST STUDENTS STAYING REMOTE THROUGH THE PANDEMIC.
AYE AYE. ANY OPPOSED? ABSTENTIONS. OKAY.
AND THEN THAT BRINGS US TO POLICY MONITORING AND GOVERNANCE.
[7. Policy Monitoring & Governance]
AND WE HAVE ONE POLICY THAT IS FOR SECOND READING 8260 TITLE ONE PARENT AND FAMILY ENGAGEMENT.WE MADE NO CHANGES TO THE POLICY.
AND ALL ARE, HAVE OR ARE IN PROCESS OF IMPLEMENTING ALL ASPECTS OF THIS POLICY.
SO I'LL ACCEPT A MOTION TO WAIVE THE THIRD READING.
AND NOW WE'RE VOTING TO WAIVE THE THIRD READING.
ALL IN FAVOR? AYE. ANY OPPOSED? ABSTENTIONS. NO.
AND NOW I'LL ACCEPT A MOTION TO APPROVE POLICY 8260.
ALL IN FAVOR? AYE. OPPOSED? ABSTENTIONS. NO THANK YOU.
OKAY. AND I WOULD ACCEPT A MOTION TO CONSIDER ITEMS 8.1 THROUGH
[8. Superintendent's Personnel Recommendations]
8.4 AS A CONSENT AGENDA.ANY COMMENTS OR QUESTIONS? OKAY. ALL IN FAVOR? AYE. OPPOSED? ABSTENTIONS. NO. AND.
[9. Pupil Personnel Services]
[00:40:04]
I'LL ACCEPT A MOTION TO APPROVE SCHEDULE D.OKAY. ALL IN FAVOR? AYE, AYE. ANY OPPOSED? ABSTENTIONS. NO.
NO. AND WE CAN SKIP OVER PUBLIC COMMENT AND ACCEPT A MOTION TO ADJOURN.
THANK YOU ALL.
